With the end of the year comes the flowering of the cinematic arts (or at least the films tthat want to win Oscars). So it's fitting that some of the biggest specials on TV this week also concern film. The most splendid of them is the New Year's Day offering "Cinema's Exiles: From Hitler to Hollywood" (PBS, 9:30 p.m., check local listings) that reminds us that Germany was way ahead in many aspects of film art until the rise of Nazism caused much of its finest practicioners to the United States Have a Happy New Year....
